The Scottish Government (SG) wish to commission external support to assess the impact of the upcoming third Scottish Climate Change Programme (SCCAP3) which is expected to be published in Autumn 2024. This includes analytical support in the conduct of the following impact assessments: Business and Regulatory Impact Assessment (BRIA); and Strategic Environmental Assessment (SEA).

Lot 1

As part of this programme, various Impact Assessments will be carried out to consider how adapting Scotland to climate change may impact, either positively or negatively, different sectors of the population in different ways. Where any negative impacts have been identified, recommendations will be provided in order to seek to mitigate/eliminate these. The Service Provider will conduct the following overarching Impact Assessments: Business and Regulatory Impact Assessment (BRIA): A BRIA aims to provide an outline of likely costs, benefits and risks of any proposed primary or secondary legislation. It also covers voluntary regulation, codes of practice, guidance, or policy changes that may have an impact on the public, private or third sector. Strategic Environmental Assessment (SEA): A SEA aims to protect the environment by allowing decision makers to consider the likely significant environmental effects of plans, programmes and strategies.

Options: Initial contract period of 6 months, with optional two 3 month extension periods.

Renewal: Two Optional 3 month extensions available
