Destination Tweed is a unique multi-million pound source-to-sea river revitalisation project led by Tweed Forum and involving multiple partners and funders. The Destination Tweed team are seeking an experienced consultant to lead the Monitoring and Evaluation activity during the delivery stage of the project.

Tweed Forum have been responsible for employing staff whose role has been to oversee the development of the Destination Tweed initiative and the thirteen projects that sit within that. In addition, for securing the necessary funding to enable implementation of the projects under Destination Tweed. Tweed Forum is now looking to appoint a consultant to work with the DT team to take a lead role in designing and implementing a comprehensive Monitoring and Evaluation strategy to facilitate reporting of project outcomes and outputs from each of the 13 projects (some led by Tweed Forum and some by partners) and collectively as the Destination Tweed Project in its totality. We will be guided by the successful tenderer and their proposed methodology, insights and experience. A full document transfer will be made as part of an inception meeting that will influence a final methodology to be agreed after appointment. With work having already started during the delivery phase an accelerated programme of setting up systems and processes will be required. The following context is relevant for existing evaluation approaches which will need to be incorporated into a delivery methodology: - The River Tweed Trail has consultant support in place with a remit to establish baseline figures, monitor user numbers and levels of engagement. This includes the deployment of people counters on the route and liaison will be required with the appointed consultant. - Connecting Threads which is the cultural engagement programme has a separate M&E budget that is being used for external support and training to implement the "Is this the best it can be?" toolkit recommended by Creative Scotland. - A Communications consultant appointment is in place that will have a remit to monitor and report on press activity. Again, joint working may be required. The successful tenderer will become a key extension to the DT Team and it will be important to demonstrate flexibility and capacity to respond quickly and effectively to issues and opportunities which may arise.
