Scottish Government is committed to monitoring and evaluating the Agricultural Reform Programme and its impacts. This is to ensure that the programme continues to meet its chosen objectives, improve on any aspects that are not working, and assess new and continuing resource and data needs. An evaluability assessment is a valuable preliminary step to support the development of an effective and efficient evaluation. This procurement is a 4 month project which aims to assess the options for evaluating the ARP including the outcomes as well as the processes and identify the information that would be needed to assess these, and how and when this could feasibly be gathered. Specifically, the project will: o develop a theory of change; o develop a monitoring framework for the agreed outcomes; o gather process information on the early design of the ARP; o and develop and assess feasible evaluation options for future evaluation proposals.
