Lot 1
The Offshore Wind Directorate invited a tender from a suitable contractor to provide recommendations to design effective monitoring approaches for commercial fisheries in relation to offshore wind farms. It is expected that the monitoring guidance developed could be applicable in multiple cases (not just around offshore wind farms) and put into practice by a variety of end-users, e.g. to inform monitoring approaches should they be required by licence conditions, to support socio-economic assessments, to inform marine spatial planning exercises, and/or for research purposes etc
Options: This is a 10 month contract. There will be the opportunity to extend this contract for a further 2 months at Scottish Ministers discretion.
Renewal: Following the end of the initial contract period of 10 months the contract maybe extended by a further 2 months.

"description": "Question Scoring Methodology for Award Criteria was outlined in invitation to tender documents Please note there were minimum requirements For questions denoted 'M' tenderers must achieve a minimum moderated average score of 2. If the moderated average score is less than '2' for any of the questions marked 'M', the tender will be eliminated from the process and will receive an overall PQR score of 0 (zero). Tenderers were also asked to confirm that they would pay staff that are involved in the delivery of services under the contract at least the real living wage. Tenderers who do not pass these questions will not be subject to Commercial Analysis as a result the tender will not be considered further. Bidders had to complete the SPD (Scotland) to demonstrate adherence to the Exclusion and Selection Criteria for this procurement. If there were named subcontractors/technicians upon which the bidder will rely to meet the selection criteria, these named parties must complete and reattach the SPD Supplier Response Form attached to SPD. If bidders intended to use a supply chain to deliver the requirements detailed in the Contract Notice, they should confirm they have (or have access to) the relevant supply chain management and tracking systems to ensure a resilient and sustainable supply chain. This will include confirmation that they have the systems in place to pay subcontractors through the supply chain promptly and effectively, and provide evidence when requested of: a) their standard payment terms b) >=95% of all supply chain invoices being paid on time (in accordance with the terms of contract) in the last financial year. If the bidder is unable to confirm (b) they must provide an improvement plan, signed by their Director, which improves the payment performance. Bidders were required to confirm that they would employ environmental management measures that met the following requirements: Bidders were required to provide evidence that their organisation has taken steps to build their awareness of the climate change emergency and how they will respond. Accepted evidence includes but is not limited to: a completed copy of the Bidder 'relevant contract' Climate Change Plan Template, including planned projects and actions to reduce the bidder's carbon emissions.
