Scottish Civil Contingencies Risk Analysis
Notice Description
The purpose of this Prior Information Notice is to inform the market of Scottish Government intention to publish a procurement procedure for an analytical research piece into the civil contingencies risk landscape of Scotland to inform national risk assessment work. Scottish Government is seeking to establish market interest in this requirement.

Civil contingencies emergencies are major emergencies which would have a substantial impact on human welfare, the environment, or national security should they occur. The Scottish Risk Assessment (SRA) assesses a number of these risks which are likely to impact Scotland differently to other parts of the UK, supplementing UK wide risk assessment products produced by UK government. In order to ensure that the SRA is considering an appropriate range of topics, Scottish Government seek to commission analytical research to review the current risk landscape, and how this may or may not differ to other parts of the UK. Areas of interest include, but are not limited to: climate, geography, demographics, population health, economy, and specific challenges for rural and remote communities. The contractor is encouraged to consider and propose suitable techniques for this analysis and produce a final report analysing the Scottish risk landscape, identifying any major differences which would benefit from future scrutiny, as well as proposing recommendations for future risk assessments to be considered for the next iteration of the Scottish Risk Assessment, scheduled for release in 2025. The project is anticipated to commence in November 2023, for completion by end of March 2024.
