Potential tenderers who believe they can fulfill the high-level requirement detailed in this PIN are asked to note their interest against this notice by the closing date of 15:00pm the 24th of October 2023.

The Contracting Authority on behalf of The Power Network Distribution Centre (PNDC) seeks notes of interest for a potential procurement exercise for the supply, delivery, installation and commissioning of approximately five (5) Load Banks. The solution will be used for building Electric Vehicle (EV) load emulators for testing EV chargers at PNDC, University of Strathclyde. The Contracting Authority seeks a solution that can conform to the non-exhaustive requirements listed below: The offered solution will be capable of operating as a single-phase load, with a rated voltage of 230 V at 50 Hz, with a rated power of greater than 7 kW. It is envisioned that the offered solution is capable of operating as a three-phase load, with a rated voltage of 400 V at 50 Hz, and the rated power of greater than 22 kW. The equipment's operation must be possible through an external communications interface using an open protocol. It is envisioned that the offered solution will be controlled remotely from a PC running control scripts. The awarded solution's leakage current must be low enough that it can draw load from an off-the-shelf electric vehicle charge point without tripping integrated RCDs. It is the Contracting Authority's understanding that EV charge point integrated RCDs are typically set to trip at 30mA ac / 6mA dc. Therefore, the load bank leakage current should be confidently below this. The offered solution must have an in-built measurement system that measures the load current, voltage and power. It must be possible to poll these values from the PC that runs the load bank control scripts. The minimum step size of the load bank shall be less than 500 W when the load bank is configured as a single-phase load, and 1000 W, when the load bank is configured as a three-phase load. The offered solution must have a physical emergency stop button that can isolate the load bank from the power supply.
