        "procurementMethodRationale": "The requirement to be a recognised manufacturer accreditation of all named systems, including the software tools for configuration, offsite analytics support agreements, and access to software licenses, is a requirement of the contract. Schneider Electric, as the manufacturer, are the only organisation able to meet these criteria. Furthermore, as the sites are complex and live healthcare environments, particularly at QEUH, sound working knowledge of the installed systems and their hosted electrical and mechanical systems is essential to minimise the risk of unforeseen downtime impacting patient care services. Schneider Electric installed the systems when the building was originally constructed, and, as the incumbent, has operated and maintained the building controls systems since. It is the only organisation able to demonstrate manufacturer qualified staff, in all the required disciplines and systems, with access to the required software engineering tools and support, and in-depth knowledge of the building and current controls installation. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice. NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: 'The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)' , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice has been balanced against the risk that publication of this VEAT Notice may, in fact, increase awareness of the proposed direct award and increase the risk of challenge. A VEAT was the best legal procurement route to take because the disruption as a result of installing a new system would be significant and would have wide reaching consequences impacting: Staff; Patients and Services. The contract will be in place until the 13/11/2028",
