South Lanarkshire Council's Facilities, Waste and Grounds Services have a requirement to undertake a Negotiated procedure under standing Order 9 of the Council's Standing Orders on Contracts for the provision of "The Supply & Delivery of Hot and Cold Beverage Supplies, Equipment, and Machinery which includes the Purchase of New Equipment and Maintenance of Existing Equipment". The award of this contract under the Negotiated Tendering Procedure can be justified under Regulation 33 (1) (b) of the Public Contracts (Scotland) Regulations 2015 and Standing Order 9.3.1 (b) of the Council's Standing Orders on Contracts for the following reason: - The services can be supplied by only one suitable provider because competition is absent for technical reasons.
