SCOTTISH GOVERNMENT

This public procurement record has 2 releases in its history.

Summary of the contracting process

The Scottish Government has awarded a contract for the validation of the RdSAP U-calculation methodology for traditional stone walls to Building Research Establishment Limited. The procurement process was completed on January 25, 2024. The tender aimed to validate whether the RDSAP 10 calculation method accurately estimates wall u-values for Scottish homes. The contract's value is £63,858 GBP. The procurement falls under the services category and was open for bidding.

This tender presents an opportunity for businesses involved in research and services related to energy efficiency and building assessments. Companies with expertise in u-value measurements, energy performance methodologies, and research in home energy efficiency would be suitable to compete for this tender. The Scottish Government, as the buyer, is seeking to improve the accuracy of energy assessments for stone wall materials in Scottish homes. Businesses can leverage their experience and capabilities in energy performance assessments to contribute to this research and potentially secure contracts for future projects.

Notice Title

Validation of RdSAP U-calculation methodology for traditional stone walls

Notice Description

The Scottish Government wishes to procure research to validate whether the RDSAP 10 calculation method provides an appropriate estimation of wall u-values for Scottish homes. The overarching aim of this research is to: - to measure in-situ U-values for different existing stone wall material types to assess confidence in the current U-value equations published in RdSAP10 to predict Scottish stone wall U-values. - consider whether revisions to the stone wall U-value calculation algorithms are required in future home energy performance methodologies for existing homes.

Lot Information

Lot 1

The outputs of this work should include: - U-value measurements for all assessed walls. - Assessment of walls following the RdSAP10 methodology. This should be undertaken by an experienced Domestic Energy Assessor. - Following a property survey, a desktop exercise in which lodgement of EPCs includes the calculation of U-values using the new equations (the before case), for each of the sample properties. - Commentary on the relationship between U-values obtained by measurement and calculated values. - Quantification of the impact on RdSAP calculations of any discrepancy between measured and calculated values. - If RdSAP calculated values differ by more than an appropriate error amount as agreed with SG, the Supplier should propose an alternative approach to U-value calculation. - Production of final report, including analysis and interpretation of sample results found, and written presentation of these to Scottish Government in the report.

Renewal: The Purchaser may, by giving notice to the Service Provider, extend the period of the Contract to a date falling no later than 30 April 2024 Subject to that constraint, the Purchaser may extend the period of the Contract on more than one occasion.
