Summary of the contracting process

Moray Council is seeking an experienced and qualified external service provider to deliver a comprehensive counselling service for children and young people aged 10 to 18 years. This project, titled "18/0960 Counselling in Schools," is part of the council’s broader initiative to support mental health and wellbeing through integrated school and early intervention strategies. The procurement process is being conducted via an open procedure under the services category, with the opportunity located in Elgin, region UKM62. Key dates include the tender submission deadline on 19th January 2024, and the contract award period starting on the same day, with the contract period running from 1st April 2024 to 31st March 2027, potentially extendable by two additional 12-month periods. The total contract value is £1,385,000.

This tender presents significant business growth opportunities for providers in the mental health and counselling services sector, particularly those with experience in implementing school-based programmes. Businesses that can demonstrate a strong track record in similar educational support services and possess professional memberships, such as those from the British Association for Counselling and Psychotherapy (BACP) or Counselling and Psychotherapy in Scotland (COSCA), are well-suited to compete. The services required include delivering universal access to secondary school pupils and targeted support for primary school pupils aged 10 and over, making this a lucrative contract for businesses in counselling services looking to expand their footprint in the public sector.
