SCOTTISH GOVERNMENT

This public procurement record has 1 release in its history.

Summary of the contracting process

The Scottish Government has awarded a contract to Energy Systems Catapult for the provision of research into the development of heat and energy efficiency standards for Scotland's existing homes. The procurement involved a limited procurement method with the award procedure conducted without prior publication of a call for competition. The contract, valued at £9995.0 GBP, was signed on December 4, 2023. The project aims to understand the suitability of zero emissions heating systems, focusing on high temperature heat pumps and electric boilers.

This tender presents an opportunity for businesses specializing in energy efficiency and heating technologies to engage with the Scottish Government. Companies with expertise in modelling energy efficiency measures and heat decarbonisation technologies would be well-suited to compete for similar future projects. The project location is in Glasgow, UK, and the main procurement category is services. Businesses interested in contributing to the development of energy efficiency legislation in Scotland could benefit from participating in such tenders.

Notice Title

Provision of Research into the Development of Heat and Energy Efficiency Standards for Scotland's Existing Homes, Additional Work: Alternative Heating Technologies

Notice Description

The Scottish Government needs to understand the suitability of different forms of zero emissions heating system to heat properties, building upon work carried out by ESC last year. We are particularly interested in the operation of alternative ZEH heating systems to the systems considered in the previous project - specifically we would like to understand more about the operation of a high temperature heat pump and electric boiler to heat the same archetypes of buildings that were previously considered.

Lot Information

Lot 1

Procurement Information

There is only one possible supplier: ESC carried out work for us earlier in the year to model energy efficiency measures and heat decarbonisation technologies in existing homes. We now need additional data from the same model to support ministerial discussions into new heat and energy efficiency legislation. This work can only be carried out by ESC, as they hold the original model (Home Energy Dynamics (HED) simulation model), and the outputs from this work need to be comparable and consistent with the outputs from the original project.
