The purpose of this contract is to make evidence-based recommendations that will inform decisions about the service priorities and resourcing of HES's Planning, Consents and Advice Service (PCAS). The review will consider the service's current and predicted caseloads and recommend a sustainable service design and resilient operational model which meets regulatory and stakeholder priorities and requirements within our current resource and likely future resource capabilities. The successful supplier will be expected to engage with HES and others to gather feedback on the areas of its service that it should prioritise. This engagement should include local authorities, the Scottish Government, other relevant regulators, NDPBs/organisation, statutory consultees, key agencies, heritage professionals, developers, communities of interest, owners and any other stakeholders the Supplier considers to be relevant. The details of the stakeholder engagement will be agreed with HES. The Supplier will be expected to deliver a report to HES. The report must cover the following key points and must include evidence-based options and recommendations to inform HES's decisions. While the research could identify exemplars from the other UK home countries, the recommendations must strongly reflect Scotland's circumstances.
