The Council is looking to identify a single organisation, interested in being a leading partner in improving and developing localised holistic family support in Argyll and Bute. They will develop standards of practise in line with national strategy and use a co-productive approach to develop services that meets local needs. Applying a community-focus the partner will develop sustainable evidence-based models and interventions for families and communities. The leading partner must: - Have a specialist focus on families affected by alcohol and drugs and recovery. - Have experience of supporting co-productive ways of working. - Have prior experience of delivering this work or similar projects for other ADPs/local authority/HSCPs. - Have well established networks at national level for alcohol and drug recovery and families affected by alcohol and drugs - Have excellent local knowledge of the community of support within Argyll and Bute, including the geography, and potential challenges unique to the area. The above would be a prerequisite to participation in any future tender process.. Should this process indicate a lack of interest or that interest is limited to a sole provider, the Council may consider an alternative procurement route.

"description": "The context for this requirement is clearly set out in Families Affected by Drug and Alcohol Use in Scotland : A Framework for Holistic Whole Family Approaches and Family Inclusive Practice (www.gov.scot)). 1. Requirement In response to the findings details in the publication linked above, the following is required: \"...ADPs and Children's Services Planning Partnership should work across local partners, together with family members with lived experience to: -Ensure there is a range of evidence-based family support options available locally which understands trauma and its impact. -Adapt and change local guidance, procedures and practice as appropriate to align with this framework. -Ensure that all family support provisions are evidence and strengths-based, person-centred, and recognises families as a key asset to nurture and protect children and promote and support recovery. -Ensure families have access to services which are able to support them in their own right. -Actively promote all family support options across a range of local services, platforms and networks, to ensure everyone knows what is available and how it can be accessed. -Ensure the whole workforce is effectively trained in family inclusive practice and whole family approaches. Training delivery should be multi-agency in its approach, building on that which is required by individual employers/single agencies. -Improve joint work between ADPs and Violence Against Women Partnerships (VAWPs) co-ordinating their activities and collaborating effectively towards common goals. Families Affected by Drug and Alcohol Use in Scotland: A Framework for Holistic Whole Family Approaches and Family Inclusive Practice 10 Summary of Actions continued -Recognise the inter-relationship between domestic violence, alcohol and drug use, and mental health and how they can contribute to poor outcomes for children. -Develop trauma-informed leadership approaches and upskilling our workforces in trauma-informed and trauma-responsive practice. -Keep The Promise and support the delivery of the commitments\" 2.
