Summary of the contracting process

The City of Edinburgh Council has awarded a contract for Independent Living Accommodation for Unaccompanied Asylum Seeking Children 16+. The procurement process was carried out through a limited Award procedure without prior publication of a call for competition. The contract, valued at £456,250 in GBP, was signed on June 7, 2024. The Council's intention is to extend provision under its Temporary Accommodation Flexible Procurement System Framework (CT0627) for future requirements.

Notice Description

The council required a suitably sized HMO property to deliver Temporary Accommodation for Asylum Seeking Children / Young People who are aged 16 plus and moving towards Independent Living.

Lot Information

Lot 1

This procurement was to find suitable accommodation for short-term housing of Unaccompanied Asylum Seeking Children (UASC). The contract is for a short-term lease of a suitably sized property. The majority of UASC who move to this property are stepping down from intensive supported placements and have their settled status and are in the standard process of being allocated a City of Edinburgh Council tenancy. The contract is awarded for 12 months to provide a bridging arrangement while future support systems are tendered through the Council's Temporary Accommodation Framework CT0627.

Procurement Information

Direct Award using the Light Touch Regime provisions of the Public Contract (Scotland) Regulations 2015. The Council entered into negotiations with the provider under the Procurement Reform (Scotland) Act 2014, which states that Public Sector Organisations may award without seeking offers, considering the principles of procurement where relevant. In this instance, there was no suitable supply market the Council could access within the time required. This award is a temporary measure only. The Council intends to re-open and extend provision under its Temporary Accommodation Flexible Procurement System Framework (CT0627) for future requirements.
