Mini Competition under Lot 2 of the Scotland Excel Energy Efficiency Contractors Framework - SLC External Fabric Works
Notice Description
The Council's Housing and Technical Resources, Consultancy Services, identified a requirement to appoint to suitable contractor to undertake the Housing and Technical Resources Fabrics Programme as the Council aims to efficiently carry out fabric works while ensuring cost-effectiveness, high-quality deliverables, and timely project completion. To address these objectives and align with the Council's Fabrics Programme, it was recommended to transition from the traditional project-by-project approach to a single-source contractor on a term contract basis. This strategic shift will present numerous advantages, enabling the Council to optimise resources, streamline processes, and enhance overall project performance. The primary objective of the proposed contract is to establish a long-term partnership with a single contractor who will be responsible for delivering various fabric works over the specified period. This contractual arrangement promotes continuity, fosters a deeper understanding of the Council's requirements, and encourages collaborative working relationships. By nurturing this partnership, the Council aims to improve work quality, ensure greater adherence to project objectives, and facilitate efficient project management. Cost management is a key objective of this contract, it is essential that cost management measures are effectively implemented into the contract and managed efficiently throughout the duration of the contract period. The Council undertook an options appraisal looking at various national framework - PfH, SPA and Scotland Excel. After carefully reviewing the available procurement options, initiating a mini competition under Lot 2 of the Scotland Excel (SXL) Energy Efficiency Contractors Framework Agreement has been deemed the best and most effective route to market.

Lot 1
Under a mini-competition from the Scotland Excel Energy Efficiency Contractors Framework an Invitation to Tender was issued via Public Contracts Scotland-Tender (PCS-T) on the 26th of January 2024 to the framework participants who confirmed interest in a capability and capacity enquiry issued by SXL on behalf of the Council. For the purposes of evaluation bidders were asked to submit costs based on External Fabric Works at Kirkton Place along with additional bills. Thereafter the Council will issue details of each further call-off contract to the successful Contractor for pricing based on the tender rates and preliminary costs submitted as part of this tender process. The terms and conditions will be the SBCC Standard Building Contract with Quantities for use in Scotland (SBC/Q/Scot), 2016 Edition, incorporating Amendment 1, February 2018.
