Summary of the contracting process

Perth & Kinross Council has awarded a contract to Scarf for the provision of energy efficiency advice and support services under the title "Award of PKC12888 - TENDER FOR THE CONTRACT TO EMPLOY SCARF TO DELIVER ENERGY EFFICIENCY ADVICE AND SUPPORT." This contract falls under the services category of energy-efficiency consultancy and has been directly awarded without competition. The procurement process is currently at the Award stage. Notably, this new contract replaces an existing Service Level Agreement which is set to expire on 30 June 2024. Scarf will continue to provide services including the Home Energy Advice Team (HEAT), support for the HEEPS-ABS programme, ECO4 programme management, and expansion of their Energy Advice Service.

This tender creates significant opportunities for businesses specialising in energy efficiency consultancy and related services. As the contract focuses on providing in-depth energy advice and support, businesses with expertise in home energy efficiency, local housing strategy compliance, and climate change action plans would be well-suited to compete for future contracts of similar nature. Companies aiming to establish or expand their presence in the Scottish public sector, particularly in the regions served by Perth & Kinross Council such as Perth, would find this tender particularly beneficial for business growth.
