Notice Description
Perth & Kinross Council ('the Council') is seeking to appoint suitably qualified and experienced contractor to carry out the following works:The Property (Housing) Capital Projects and New Builds team (HCPNB) require to employ a suitably experienced supplier to provide energy advice and support on home energy efficiency, HEEPS-ABS and ECO4 contracts.Currently this service is provided by SCARF through a Service Level Agreement (SLA). The existing SLA is due to expire on 30 June 2024, however, the PKC Procurement team have confirmed that they no longer support SLA's, therefore the SLA requires to be replaced by a new contract.Under the current SLA, SCARF provide 4 services:HEAT (Home Energy Advice Team) ServiceHEEPS-ABS Programme supportECO4 Programme managementExpansion of Energy Advice Service (led by PKC Climate Change team)The services offered by the supplier for this contract are to provide specialist in-depth assistance and advice. SCARF will help clients to manage their fuel spend efficiently while promoting, marketing, enabling, educating, and raising awareness of the benefits of home energy efficiency to enable people to live in warm, dry homes. The work carried out by SCARF will contribute towards meeting Local Housing Strategy (LHS) and Climate Change Action Plan outcomes. SCARF also support the HEEPS-ABS programme in terms of engagement with tenants and contractors and manage the ECO4 scheme on behalf of Perth & Kinross Council.
