Summary of the contracting process

The Scottish Government, in collaboration with Zero Waste Scotland Ltd, recently completed the award stage of a procurement process under the framework 19-CE-119-OJ Circular Economy Business Support. The contract, titled "Award of 19-CE-119-L4-24 Mini Competition - Feasibility study," targets the environmental consultancy services industry and is specific to the development of a reuse bottle scheme for Glen Spean Brewery. This award, announced on 8th October 2024, focuses on researching and validating the environmental impacts and operational models of a proposed reuse bottle project. Located in Scotland with significant activity centring around Edinburgh, Glasgow, and Inverness, the procurement process involved a mini-competition and culminated in a call-off contract awarded to Enscape Consulting Ltd for an amount of £13,074.00 GBP.

This tender presents substantial growth opportunities for businesses specialising in environmental consultancy, circular economy solutions, and sustainability-oriented product development. Companies with expertise in carbon footprint analysis, operational modelling, and market engagement in the trade sector would find this contract particularly advantageous. By participating in projects like this, businesses can gain visibility, build a robust portfolio of successful sustainability initiatives, and drive substantial impacts on environmental stewardship. Additionally, smaller consultancies or niche market players focusing on sustainable product lifecycle management and reuse strategies are well-suited to compete and thrive in such procurement opportunities.

Notice Description

This was a Mini Competition for the Zero Waste Scotland Framework Agreement: 19-CE-119-OJ Circular Economy Business Support (Lot 4 - Business and Product Development)The objective of this CE Business Support is to research and develop a reuse bottle scheme for Glen Spean Brewery, by providing the following support:Task 1: Utilising existing carbon studies, to provide reassurance to Glen Spean that a bottle reuse scheme in the format proposed (trade sales, return logistics etc) has a significant enough impact on carbon emissions to justify development.Task 2: Development and presentation of the best operational model for a bottle reuse scheme at Glen Spean brewery.Task 3: Research and assessment of appropriate equipment and techniques for a bottle reuse system.Task 4: Market engagement with existing trade customers to establish their willingness to transition to a potential bottle return system for Glen Spean beer.Task 5: As bottle reuse schemes are a pertinent issue, Zero Waste Scotland also requests the presentation of the above (and further) research in a comprehensive guidance document, to be used as a future 'one-to-many' resource. This Task 5 is not an output for the client, but a separate deliverable for Zero Waste Scotland.
