Summary of the contracting process

The North Lanarkshire Council has established a Flexible Framework for Self Directed Support, focusing on care at home services across North Lanarkshire, applicable from Entry Point 4. This framework, supported by external providers, aims to offer service delivery to children, young people, and adults as per the Social Care (Self Directed Support) (Scotland) Act 2013. Managed under the Public Contracts (Scotland) Regulations 2015, the procurement process follows an open procedure. Originally issued for entries closing on 2nd December 2024, it was extended to 7th January 2025 at 12:00 PM. The contract spans from 1st June 2023 and concludes on 31st March 2031, with the contract currently in the award stage, signifying a substantial commitment from North Lanarkshire Council to enhance care and support services within the region.

This framework presents significant opportunities for SMEs specialising in healthcare and support services, particularly those looking to expand within the UK's public service sector. The contract awarded an extensive amount of £820 million, showcasing its scale and potential for economic impact. Businesses able to offer innovative care solutions, registered with the Care Inspectorate, and willing to engage in launching community benefit initiatives such as recruitment and training within the council’s perimeter, will likely find a robust growth avenue through this procurement. Tenderers should also be prepared to undergo rigorous probity checks, ensuring compliance with standards combating serious organised crime, demonstrating a commitment to transparency and community engagement.
