The role would support Medication Assisted Treatment (MAT 3) activity which requires rapid access to substance use services for people at high risk of death due to harmful substance use. The role would provide a single point of contact for people in St John's Hospital, link with the NHS addictions liaison workers and provide an assertive response to people at high risk.. A direct award was made to Change Grow Live.

A direct award would is permissible within procurement regulations as the cumulative value is below the GPA threshold of 552,950 GBP ex vat. Regulation 3 (10) of the Public Procurement (Scotland) Regulations 2016 makes provision to allow an award to be made.
