Summary of the contracting process

The Scottish Government recently completed a contract titled "Characterising Electromagnetic Fields and Impacts" which falls under the services category within the environmental and energy sectors. The procurement process, managed by the central purchasing body of the Scottish Government based in Glasgow, involved an open procedure. The contracting process concluded with the award on 17th June 2025, and the contract was signed on 2nd June 2025. The project was aimed at characterising electromagnetic fields (EMF) from subsea cables and assessing their potential impacts on marine life. The location of the work is within the UKM region, and the contract, valued at approximately £144,352, was awarded to Xodus Group, a medium-sized enterprise from Aberdeen. This initiative is crucial for future planning and development in sustainable offshore wind projects and has a potential maximum value of £145,000 including options for modification in service volume as needed.

This tender offers significant opportunities for businesses specialising in environmental science, subsea technology, and marine ecology. SMEs within these fields, particularly those positioned to innovate in EMF characterisation and modelling, stand to benefit by enhancing their role in the growing sector of offshore wind energy. The project encourages the development and demonstration of cutting-edge methods in assessing environmental impacts, thereby opening pathways for further research and development projects. Additionally, businesses experienced in conducting environmental assessments and reviews, and those capable of offering insights into enhancing sustainability practices in energy sectors, are well-suited to compete in such tenders, contributing to both ecological preservation and economic growth.

Notice Title

Characterising Electromagnetic Fields and Impacts

Notice Description

A Targeted Approach To Characterising EMF From Subsea Cables and Understanding Potential Impacts on Fish and Benthic Species

Lot Information

Lot 1

The Scottish Government is seeking to award a contract to provide a targeted approach to characterising electromagnetic fields (EMF) from subsea cables and their potential impacts on fish and benthic species. The Service Provider will provide a technical but accessible review of present methods employed to characterise EMFs and their effects on species. The review will include an assessment of EMF modelling with relevant cable scenarios, methods to measure EMFs in addition to methods to assess impacts on receptive species, with a suite of associated recommendations. This contract will contribute to the overall understanding of EMF emissions and how species effects may be assessed. This is a precursor to understanding potential population level impacts. The critique of methods, and recommendations will improve subsequent efforts to experimentally assess effects on marine species and support future planning and consenting of sustainable offshore wind.

Options: The contract value is not anticipated to exceed 145,000 GBP inclusive of optional extensions. In accordance with Regulation 72(1) of the Public Contracts (Scotland) Regulations 2015, the volume of services may be modified at the sole discretion of the Purchaser from the estimated volume specified in the contract. The Pricing Schedule of the Contract provides a mechanism to manage adjustment the services IF required.

Renewal: The Purchaser reserves the right extend the contract for a period of up to 3 months.
