Falkirk Council and the Falkirk Health and Social Care Partnership are seeking to provide a consistent and coherent response to individuals affected by domestic abuse. The aim of the service is to support black and minority ethnic (BME) individuals affected by domestic abuse, based on current best evidence for family recovery and support in a trauma-informed responsive practice. People who experience or have experienced domestic abuse, 'honour' based abuse, dowry abuse, forced marriage and/or female genital mutilation (FGM) can receive support from Specialist Support Services. The terminology of BME communities has been superseded by the terminology 'global majority' by Scottish government. For this contract, the terminology BME will continue to be used to reflect that service representation and need for BME communities remains underrepresented within falkirk council and that the population of BME people locally remains a minority and therefore additional consideration is required to be able to adequately meet the needs for these individuals.. The Procurement Reform Scotland Act 2014 applies to contracts for services with a value above 50,000 GBP and below the Procurement Thresholds for Goods and Services. Regulation 12(1) of the Act permits the award of a contract for a health or social care service without seeking offers in relation to the proposed contract.
