Award of P25-0060: Broomielaw and TIC Zone, Glasgow (CCS RM6165 call-off)
Notice Description
This is a call-off mini competition from the Crown Commercial Service (CCS) framework RM6165 - Construction Professional Services, Lot 1 - Built Environment.Scottish Enterprise (SE) has strategic sites within its ownership which have potential to contribute to the delivery of SE's Scaling Innovation and Capital Investment for Productivity Missions and can deliver transformational change.These sites provide an opportunity to significantly contribute to SE's Missions by providing the right physical and supportive environment to attract companies which will strengthen and scale the innovation ecosystems supporting emerging growth industries and in turn attract investment, talent and ultimately deliver more and higher quality, skilled jobs that pay higher wages and support higher productivity.The two sites which will form part of this work are Broomielaw, Glasgow and the Technology and Innovation Centre (TIC) Zone (High Street / Shuttle Street, Glasgow). Location plans for both sites are attached as ITT Appendix 1.SE is seeking to establish a Vision and RIBA Stages 0- 1 master plan brief and design for each of these sites which takes account of aspirations to support SE's Missions but also recognises the impact of these sites in terms of an investment opportunity either developed separately or as a combined offering.SE is seeking to appoint a Design Consultant who will bring in other associated advice as required to articulate this vision. Any bid for this work should include for any Quantity Surveyor (QS), Structural Engineer, Landscape Consultant, Mechanical and Electrical (M&E), initial transport assessment etc that would be required to provide for this early-stage Master planning process to RIBA Stage 1: Preparation & Briefing.This is an opportunity for the successful tenderer to work alongside the SE team and their separately appointed Property Agent to develop a cohesive vision and delivery plan for the two sites. This work should consider what could be accommodated on each site (development and massing) and the uses which would be the best fit in terms of alignment with SE's Missions.It is likely that this early-stage work will help inform SE on the potential route to seeing the sites developed. At this stage, it is assumed that SE will seek a development partner(s) to take forward the development of these sites.It is anticipated that the contract will start on 6 May 2025 for a period of six months. The value of the contract is expected to be in the region of between GBP50,000 and GBP65,000, excluding VAT.
