The study should provide proposals in relation to what improvements the properties may require in order to meet both the Social Housing Net Zero Standard (SHNZ) and the Scottish Housing Quality Standard (SHQS).

RCH requires to procure the services of a suitably experienced and competent company to carry out a 'Repairs and Investment Works' feasibility study and cost exercise for 146 mixed tenure properties within the Chapelton area of Port Glasgow. The study should provide proposals in relation to what improvements the properties may require in order to meet both the Social Housing Net Zero Standard (SHNZ) and the Scottish Housing Quality Standard (SHQS). The study should primarily focus on the external fabric of the buildings. Structural/intrusive surveys have already been carried out by RCH, and these will be provided to the successful bidder following the contract award to support the study. An anticipated cost breakdown of each of the proposed improvements to the properties is also required. To be considered for the contract, the surveyors carrying out the study must be active members of the Royal Institution of Chartered Surveyors (RICS). Once the Chapelton study is completed, RCH may elect to utilise the successful bidder to undertake similar works within other areas of Inverclyde. This will be discussed and agreed with the successful company if and when these additional requirements arise.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Renewal: The Chapelton Study must be completed within 3 months of the contract award date. Following the successful delivery of the Study, RCH may wish, at its sole discretion to extend any resultant agreement following this date for up to a further two, twelve-month periods subject to the agreement of the successful bidder. This would be to undertake any similar commissions that may arise.
