Summary of the contracting process

Scottish Borders Council has announced a planned procurement process for renewing the Framework Agreement for the Provision of Subcontracting Services, as indicated in the Prior Information Notice (PIN) dated 25th March 2025. This initiative primarily covers the industry category of public services and is expected to serve regions within southern and central Scotland. The procurement stage is currently in the planning phase, with a future notice date anticipated on 1st May 2025. The framework is designed to support and supplement in-house capital projects, roads maintenance, and specialist contractor services, and will be conducted via the Public Contracts Scotland site. Key deadlines around the Q&A facility will be open until 14th April 2025, detailed tender documents will follow upon initiation of the formal procurement process.

This procurement offers substantial opportunities for businesses across various sectors, including construction, road maintenance, landscaping, electrical, and more, given the diverse lot structure that includes areas such as groundworks, masonry, plumbing, and security systems. The multi-supplier framework and the nature of the subcontracting services required present ample scope for SMEs and larger enterprises alike to engage and grow their business by becoming pivotal in fulfilling the Council’s objectives. Additionally, the Supplier Development Programme (SDP) will provide sessions to assist businesses with the tendering process, further enabling businesses to benefit from this significant public sector contract.
