Summary of the contracting process

The Scottish Government, located in Glasgow, is currently planning the re-letting of Scotland's Public Sector Heat Decarbonisation Framework (SPSHD), previously referred to as the Non Domestic Energy Efficiency (NDEE) Framework Agreement for projects exceeding 1 million GBP. This planned procurement process, focused on general public services in the UKM region, aims to cover comprehensive NDEE retrofit solutions including building and environmental systems services, control systems, on-site renewables, and potential district heating connectivity. The framework will adopt a Design and Build approach, covering all regions of Scotland. Interested parties should take note of the Request for Information closing date on 7th May 2025.

This framework presents a significant opportunity for businesses specialising in energy efficiency and heat decarbonisation services. Companies with the capacity to deliver or procure comprehensive solutions across Scotland, including remote areas, stand to benefit. The initiative supports public sector entities like central government, health bodies, and educational institutions, allowing successful suppliers to establish long-term relations and expand their operational footprint. The call-off contract method through mini-competitions also encourages diverse technical solutions, thus enabling qualified businesses to leverage their expertise and innovate within the public sector's move towards net-zero objectives.
