In 2017 SFRS utilised the National Collaborative Framework Agreement for the Provision of Personal Protective Equipment for Fire Fighters to award a contract to Bristol Uniforms Limited for a period of eight years. This contract is due to end on 30 June 2025 with no option to extend. The National Fire Chiefs Council (NFCC) commenced a project to replace the previous national agreement in 2024, but the project has been delayed, and the delay has resulted in SFRS being unable to award a new contract to replace the current one. There will therefore be a period of around 18 months between the current contract ending and SFRS being able to call off from a new contract. Therefore, SFRS are looking to direct award a contract to Bristol Uniforms Limited to cover the 18-month period.. The Scottish Fire and Rescue Service intends to award a contract for the Provision of Structural Fire Kit and Associated PPE under the terms of Regulation 33 (4)(b) of the Public Contracts (Scotland) Regulations 2015

Procurement Information

SFRS has a statutory duty under Part 2 of the Fire (Scotland) Act 2005 (FSA 2005) to respond to fire and road traffic incidents and a power to respond to other events and situations. The Fire (Additional Function) (Scotland) Order 2005 (F(AF)SO 2005) sets out situations or events that SFRS has a statutory duty to respond to. The provision of Structural Fire Kit and Associated PPE is an essential part of operational equipment and is fundamental to the safety of the Scottish Fire and Rescue Services personnel attending a wide range of operational incidents. These incidents can include but are not limited to Structural Fire Fighting, Outdoor Fire Fighting (including fields, woods, forests etc.), Road Traffic Collisions, Non-Fire related Rescues and any other incidents which form part of SFRS Operational requirements. SFRS will award a contract for a period of 18 months from 01st July 2025 to 31st December 2026

        "reviewDetails": "The Scottish Fire and Rescue Service (SFRS) must, by notice in writing as soon as possible after the decision has been made, inform all tenderers and candidates of its decision to award the contract, conclude the framework agreement or establish a dynamic purchasing system. The SFRS will incorporate a minimum 10 calendar day standstill at the point information on the contract award is communicated to tenderers. The SFRS is obliged to comply with the regulations and any eligible economic operator can bring an action in the Sheriff Court or the Court of Session where as a consequence of a breach by the SFRS, they suffer or risk suffering loss or damage. The bringing of court proceedings during the standstill period means that the SFRS must not enter into the contract, conclude the framework agreement or establish the dynamic purchasing system unless the proceedings are determined, discontinued or disposed of or the court, by interim order, brings to an end the prohibition. The bringing of court proceedings after the standstill period has elapsed and the remedies that are available to the courts are detailed in the regulations.",
