Summary of the contracting process

Scotland Excel is buying frozen foods through a framework for Scotland’s local authorities, associate members and other participating public bodies. The requirement covers supply-only, distribution, and combined supply and distribution. Products include frozen bakery goods, meat and meat substitutes, poultry, seafood, savoury products, fruit and vegetables, potato products, pizza, ice cream and desserts. Deliveries are to various locations across the geographical areas of participating councils and associate members throughout Scotland. This is a goods contract for a central purchasing body, with purchasing arrangements available to a broad range of Scottish public-sector organisations, including councils, registered social landlords, universities and colleges, the Scottish Prison Service, NHS bodies, Transport Scotland and Scottish Government bodies.

The procurement is complete and has been awarded under an open procedure as a multi-supplier framework, with electronic submission and electronic auctions potentially used for later call-offs. This procurement demonstrates substantial recurring demand for frozen-food supply and logistics across Scotland’s public sector. Relevant competitors would need dependable access to a broad frozen-food range, together with the operational capacity to supply councils and other public bodies across multiple locations. Distribution capability is important for Lots 2 and 3, while Lot 1 suits food manufacturers, wholesalers and specialist suppliers able to provide products without distribution services. Credibility requires experience of comparable supply and services contracts, suitable subcontracting controls, quality-assurance arrangements, health and safety procedures, and environmental management standards. Suppliers also need financial resilience and insurance cover of £5 million employers’ liability, £10 million public and products liability, and £5 million motor insurance. Electronic ordering, invoicing and payment capability would support delivery under the framework.
