Summary of the contracting process

Renfrewshire Council is currently in the planning stage of a public procurement process, focusing on the renewal of its Framework for Transportation, which is set to expire in January 2026. This procurement initiative covers transportation services for children with Additional Support Needs (ASN) within the Renfrewshire region. The services include provisions for ASN buses and taxis, alongside ad-hoc requirements for both. The procurement is categorised under general public services and will be undertaken using an open procedure to establish a framework agreement. Key documents including a planned procurement notice and further information were published on 26th June 2025, with notifications expected to begin by 8th September 2025. Interested parties are advised to ensure proper registration with Public Contracts Scotland to participate.

This tender presents significant opportunities for transportation service providers specialising in ASN and ad-hoc transport solutions, particularly in the form of buses and taxis. Businesses capable of meeting stringent insurance and cyber-security requirements, and offering flexible service solutions, will be well-placed to compete. With a projected contract value of £20 million, the opportunity for growth in service provision, infrastructure investment, and regional service leadership is evident. Participation in the tender involves understanding the procurement portal and completion of security assessments, making it essential for businesses to prepare appropriately to take advantage of this substantial opportunity.
