Award of 24-FW-003-CO-30 Direct Award: Circular Public Procurement Research (Phase 2)
Notice Description
Public procurement is an important lever as it offers an opportunity to reduce the public sector's carbon footprint through promoting the purchasing of services over ownership and prioritising the reuse, repair and remanufacturing of all goods used. This buying power has the added potential to stimulate market development and innovation, as well as demonstrating leadership across the Scottish economy.The Circular Economy and Waste Route Map includes the following intervention:Develop public procurement opportunities to reduce the environmental impact of public spending, including scoping new legislative circular economy requirements for contracting authorities under section 82 and 82A of the Climate Change (Scotland) Act 2009.This research will seek to identify develop public procurement opportunities to reduce the environmental impact of public spending through scoping new legislative circular economy requirements for contracting authorities under section 82 and 82A of the Climate Change (Scotland) Act 2009 (the 2009 Act). An evidence base is required to underpin the development of any future regulations under the 2009 Act.Phase 1 of this work identified and prioritised key areas of public spend. For Phase 2 (this phase), the research will further progress understanding of products/areas of spend, the appropriateness of regulation in each case, and the potential impacts of regulations.Further information is provided in the Additional Documents that accompany this Quick Quote Notice.
