TS/CCS/CC/2021/04/08 - Climate Change Plan Policy Development and Analysis
Notice Description
The provider will be required to set out the steps that need to be taken between now and 2045 to overcome/address barriers to make this implementable e.g. costing, extent to which public sector can practically/ realistically shape the market, emissions impact, devolved/reserved landscape. We would also expect that of the policies which are worked up the supplier identifies which ones are most impactful. It is expected that this work would take a strategic approach following on from our National Transport Strategy and Strategic Transport Projects Review, and building on our collaborative working with Local Government on climate policy, to set out an approach that will result in identification of our transport Climate Change Plan policy package that aligns with Just Transition Framework The contract will involve combining policy development, analytical and economic analysis to work alongside existing analytical and policy teams across Transport Scotland.
