Measured Term Contract for Provision of Scaffolding and Associated Works
Notice Description
Renfrewshire Council have awarded a contract for the hire of scaffold and aluminium towers to support the maintenance and repairs to tenanted and operational properties within Renfrewshire. The equipment will be delivered direct to an address of which there are 12,500 properties across Renfrewshire, including the following areas: Bishopton; Bridge of Weir; Brookfield; Crosslee; Elderslie; Erskine; Houston; Howwood; Inchinnan; Johnstone; Kilbarchan; Langbank; Linwood; Lochwinnoch; Paisley; Ralston; Ranfurly; and Renfrew. The contractor will be responsible for the supply, erecting and dismantling of the equipment as per the instructions of the Contract Administrator. Building Services are the Renfrewshire Council's in-house maintenance provider. They carry out repairs and maintenance to the Council's domestic properties and works of a minor nature to public buildings. Their strategy is to carry out as much of the repairs and maintenance work as possible using in house resource. Where this is not possible, back-up and specialist contractors are utilised as appropriate. Scaffolding works are of a specialist nature and therefore require a specialist contractor. Specialist contractors are employed on an ad-hoc basis through Measured Term Contracts. The Building Services Division within Environment, Housing and Infrastructure Services carry out repair and maintenance work to all council domestic properties. These works may involve access to high level areas such as roofs, gutters, fascias, soffits etc. Where work at height is required a risk assessment is carried out and the method of access is agreed based upon the site conditions and the type of work to be carried out. Building Services operatives are qualified to erect lightweight scaffolding towers. Where a lightweight tower is deemed inappropriate, a specialist contractor is employed to erect scaffolding. Due to the specialist nature of scaffolding work, Building Services do not have the in-house resources available to carry out this work themselves. Building Services require a scaffolding contractor to enable them to meet the future demands of all their client department and to be able to carry out work at height in a safe manner and in full compliance with the Regulations. The use of this contractor is an integral part of Building Services service delivery to its client department. The employment of a specialist scaffolding contractor is on an ad-hoc basis. As such, volume of work and value of contract are not guaranteed.
