Where this is not possible, back-up and specialist contractors are utilised as appropriate. Scaffolding works are of a specialist nature and therefore require a specialist contractor. Specialist contractors are employed on an ad-hoc basis through Measured Term Contracts. The Building Services Division within Environment, Housing and Infrastructure Services carry out repair and maintenance work to all council domestic properties. These works may involve access to high level areas such as roofs, gutters, fascias, soffits etc. Where work at height is required a risk assessment is carried out and the method of access is agreed based upon the site conditions and the type of work to be carried out. Building Services operatives are qualified to erect lightweight scaffolding towers. Where a lightweight tower is deemed inappropriate, a specialist contractor is employed to erect scaffolding.
