Following on from recent works completed by ADT/JC at GRI to modify and upgrade the Old Royal fire alarm system further works are required to install a category L1 system. These works will ensure compliance with current legislation and SHTM 82 which states category L1 system should be provided throughout all parts of hospital premises. A fire alarm system is an important life safe system and category L1 provides the earliest possible warning of fire, so as far to achieve the longest available time for escape. Acute hospital settings include in-pateint areas, high dependency, vulnerable occupants in a high risk environment where early warning is essential to preserve life and maximise time to carry out an evacuation. Johnston controls/ADT have successfully completed site wide modification and renewal works in recent years and also provide on going maintenance and support for fire detection systems within the GRI and have on-site support and extensive knowledge of these systems. Due to the size and complexity of the site Johnston Controls are best equipped to provide the installation support for the upgrade to category L1. The reason this requirement has been published as a VEAT in addition to above is that ADT are thought to be the only company that can access the current closed protocol panels and upload them to the new open protocol panels.

ADT are thought to be the only company that can access the current closed protocol panels and upload then to the new open protocol panels. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice. NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: 'The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)' , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice has been balanced against the risk that publication of this VEAT Notice may, in fact, increase awareness of the proposed direct award and increase the risk of challenge. A VEAT was the best legal procurement route to take because the disruption as a result of installing a new system would be significant and would have wide reaching consequences impacting: Staff; Patients and Services. The contract will be in place until the 31/03/2026
