Notice Description
GL Assessment Ltd (formerly GL Education Group) provide standardised assessment used in almost all South Lanarkshire Council primary and secondary schools. The purpose of standardised assessment is not only to support the daily Learning, Teaching and Assessment agenda but to also provide schools with robust management data to understand cohort attainment. Once a specific assessment tool has been selected, individual schools are able to track individual learner attainment over time, cohort attainment over time and year on year stage attainment

GL Assessments fully align with the Scottish Curriculum, which is vital to meet Scottish Government targets for monitoring, assessment and reporting. It is important that schools have this progressive data to be able to appropriately report on progress at an individual learner, local authority and national level, and also to inform our teacher professional judgement.
Procurement Information
The initial contract was awarded to GL Education Group Ltd on 22 May 2017 (no CRN available) for 21 months via negotiated procedure. Due to the impacts of the Covid-19 Pandemic the Council used a further negotiated contract to procure the service, which commenced on 1 August 2021 and expires 31 July 2024 (SLC/PS/EDUC/20/019). GL Assessment Ltd are not currently appointed to any Frameworks. The Procurement Service have considered the suitability of both the Scotland Excel Framework 1220 Education Materials which expires on 31 July 2025, and Education Services PSA SLC/PS/EDUC/19/028 Education Services PSA EDUC/19/028 is not suitable, as more than 50% of the value of the contract consists of goods, and it is therefore not within scope of the PSA. The Council will therefore recommend that GL Assessment apply to join the next iteration of framework, which is expected to be available during 2024-25. The optional extension is requested in order to ensure continuity of service. A one year contract with an optional one year extension will allow for continued service delivery whilst this process is being completed.
