Summary of the contracting process

The Scottish Government, based in Edinburgh, has initiated a procurement process titled "Scottish Agricultural Activity Projections" under the industry category of general public services. This tender, currently at the tender stage, is being managed by the Rural and Environmental Science and Analytical Services (RESAS) Division. The work involves estimating the future output of key Scottish agricultural commodities such as beef, dairy, and sheep livestock, along with wheat and barley, up to the year 2045. The open procedure allows for electronic submissions, with a deadline set for 3rd November 2025, and subsequent evaluation will take place on the same day. The awarded contract is scheduled to commence on 17th November 2025 and conclude by 17th March 2026. The procurement includes strict insurance requirements, with a compulsory liability insurance minimum of 5 million GBP.

This tender represents a significant opportunity for businesses specialising in agricultural forecasts and analytics to collaborate with the Scottish Government to provide crucial projections that influence future agricultural policies. Companies with expertise in modelling agricultural impacts, developing scenarios under changing market forces, and possessing strong capabilities in supply chain management and environmental measures are ideal candidates. The procurement process is designed to ensure that the selected provider delivers reliable and evidence-based projections, thus contributing to informed policy-making and potentially offering long-term strategic alliances within the public sector. This could prove particularly beneficial to businesses eager to expand their footprint in the agricultural analytics domain in the UK.

Notice Description

2. The Rural & Environment Science and Analytical Services (RESAS) division in Scottish Government undertake analysis on Scottish agriculture across a wide range of different topics and policy areas to provide evidence-based advice on agriculture. The topics can range from trade deals and scenarios as a result of Brexit to potential future policy developments under the Agriculture Reform Programme to advising on scenarios up until 2045 under the Climate Change Plan. RESAS often needs to model these impacts into the future, so it is key that we have robust, up-to-date, evidence-based projections of a business as usual (BAU) scenario. 3. Presently, the best available projections for Scottish Government to use come from the FAPRI-UK model, based on projections carried out in 2022 covering the years 2021-2031. Since these estimates were produced a number of market forces have changed so updating these is key to give us an up-to-date sense of the most likely direction of travel for agricultural activity. Reliable projections are necessary so we can understand and adequately advise on future agricultural activity and impacts.
