Time and Attendance Biometric Sign In System

Notice Description

South Lanarkshire Council are looking to notify the market of a potential future contract opportunity to deliver Sign In/Sign Out facilities for Operatives within Grounds Services and Waste Services, although it is possible that this may be extended to other Services within the Council in the future. This facility would initially be required for approximately 900 employees across 10 separate locations. Given the nature of the duties which these Operatives carry out, the use of cards, fobs, and lanyards is not practical for Health & Safety reasons. The preference would be to use fingerprint reader technology, although the facility to manually sign in or sign out using alternative methods, such as a username/password or PIN, would be required for both onsite and offsite use. As South Lanarkshire Council has recently implemented Oracle Fusion Cloud and uses the Oracle Time and Labour (OTL) module of that system within some Service Areas, it is a requirement that any Sign In/Sign Out System operates or integrates directly with the OTL module. The link between the two systems would allow for the transfer of sign in/sign out details, working patterns, annual leave, sickness absence, public holidays, season shutdowns, new starts, departures, etc. Grounds Services and Waste Services are looking to go out to tender in April 2026, with an award date of June 2026, and an implementation start date of September 2026.
