This service is required by the City of Edinburgh Council and the Edinburgh health and social care partnership to support vulnerable children, young people and families affected by substance use.

This requirement was commissioned via a direct award to the incumbent supplier, Circle. the decision to direct award was justified by: Referring to the Procurement Reform (Scotland) Act 2014, section 12, which allows a contracting authority to award a health or social care service without seeking offers, below a value of 663,540 GBP, provided appropriate considerations are taken into account (in line with the Scottish Government's Procurement of care and support services: best practice guidance). Taking into consideration the importance of ensuring there is no gap in service delivery to reduce the impact to the supported young people and families using the service as well as minimising the disruption and damage that could be caused to valuable relationships that have been formed by not having a sufficient mobilisation/transition period.
Procurement Information
