DECC-Energy Performance Certificate Reform - Interactive User Interface

SCOTTISH GOVERNMENT

This public procurement record has 3 releases in its history.

Summary of the contracting process

The Scottish Government has concluded the procurement process for the "DECC-Energy Performance Certificate Reform - Interactive User Interface." This tender focused on the development of an interactive online tool to assist consumers in better understanding their energy usage and exploring retrofit options. The contract was awarded to Energy Saving Trust Ltd, a large-scale supplier based in London. The procurement method employed was an open procedure, and the process reached the award stage on 30th March 2026. The contract is valued at £70,500 and was signed on 19th March 2026, encompassing services within the General Public Services sector (CPV: 71314000) for delivery in the UKM region, specifically related to energy performance and management systems.

This tender presents significant opportunities for businesses involved in digital interface creation, energy consultancy, and sustainability solutions to partner with the Scottish Government on future projects. Companies with expertise in software development, particularly those focused on energy efficiency and user-interface design, stand to benefit as the Government progresses its strategies on energy performance improvement and consumer awareness. The involvement of subcontracting up to 40% encourages collaboration with smaller entities, possibly extending opportunities to innovative SMEs within the energy sector. Businesses with a strong track record in supply chain management and tracking systems, as well as those focusing on environmental management and sustainability, would be particularly well-suited for future similar procurements.

Notice Title

DECC-Energy Performance Certificate Reform - Interactive User Interface

Notice Description

Following the Government response to EPC consultations, the Scottish Government are now commissioning research to identify the requirements for an online interactive tool that consumers can use to help them better understand their energy use, how retrofit options might reduce this, and identify funding support, for their home. This will build upon the results of initial scoping research.

Lot Information

Lot 1

The purpose of this discovery project is to determine specification requirements for a Home Energy Model (HEM) wrapper and design requirements for an online interactive tool which will allow consumers to make a detailed interaction with EPC information. These requirements should be informed through user interviews and research. This would allow for customised user behaviour and occupancy inputs which could update outputs via integration with HEM. This tool should allow users to model the impacts that their own occupancy behaviour and certain energy efficiency improvement could have on their home.. Scottish Government reserve the right to extend the contract for a period of up to 3 months.

Renewal: Scottish Government reserve the right to extend the contract for a period of up to 2 months. This extension will be for solely for a time extension with no additional costs against this.
