Summary of the contracting process

The Scottish Government has awarded a contract for property auction services to Shepherd Chartered Surveyors, located at 13 Albert Square, Dundee. This contract is designated under the award stage and relates to the procurement of services, specifically within the auction services category. The procurement process involved conducting a tender, and the contract was signed on 2nd February 2026. The procurement period is set to run from 2nd September 2026 to 2nd August 2028, with the possibility of extending the contract by two additional 12-month periods, potentially lasting until 8th February 2030. The procurement is specifically relevant to organisations adhering to the Scottish Public Finance Manual and the NHS Scotland Property Transactions Handbook, ensuring compliance with financial and property management standards.

This tender presents notable opportunities for businesses operating in the property, real estate, and auction service sectors, especially those familiar with the regulatory frameworks of the Scottish public sector. As property auctions can be critical for disposing of surplus properties efficiently, businesses specialising in electronic and traditional auction services may find the opportunity lucrative. Suppliers with expertise in marketing and sale of properties through auction platforms could leverage this contract to expand their service offerings, tap into public sector projects, and build a strong portfolio within the government sector.

Award of SPPD-Auction Services

Notice Description

The Scottish Government has a requirement to place a contract with an external supplier for the provision of property auction services. The Scottish Government regularly reviews the property assets held within the various parts of the organisation and arrangements are made to dispose of surplus properties. This most frequently involves the appointment of an agent to undertake marketing of the property. However, there are occasions when this approach is either inappropriate or simply unsuccessful. In these cases, an alternative method of seeking to dispose of property is required, and auctions offer a method of offering the property for sale openly and securing a buyer, which meets the requirements of the Scottish Public Finance Manual and the NHS Scotland Property Transactions Handbook. It is intended that the Contract will be used by organisations to which the Scottish Public Finance Manual (SPFM) and the NHS Scotland Property Transactions Handbook (PTHB) are directly applicable.
