Summary of the contracting process

NHS Greater Glasgow and Clyde, as the contracting authority, has issued a tender for "Asbestos Surveying & Analytical Services" aimed at procuring qualified consultants to provide these services across multiple NHS facilities, including NHS Golden Jubilee, and potentially NHS Lanarkshire. This open procedure tender, worth an estimated GBP 1,200,000, is under the health industry category and targets services within the Glasgow region (UKM82). The tender process is currently active with the submission deadline set for 23rd March 2026 at 12:00 PM, marking the commencement of the award period on the same date. The framework agreement is projected to last for 36 months, with an optional 12-month extension.

This tender provides significant opportunities for businesses specialising in asbestos surveying and analysis to engage with the public sector. It is particularly suitable for firms that are experienced in handling large and complex building stocks, emphasizing both quality and cost-effectiveness in their service delivery (with quality holding a 70% weight in the evaluation). Companies looking to expand their public sector portfolio or establish long-term relationships through framework agreements will find this opportunity advantageous. SMEs and those with innovative approaches to fulfilling community benefits are also well-positioned to compete, given the Scottish Model of Procurement's emphasis on economic, social, and environmental sustainability.

Community benefits are included in this requirement. For more information see: https://www.gov.scot/policies/public-sector-procurement/community-benefits-in-procurement/ A summary of the expected community benefits has been provided as follows: The Scottish Model of Procurement aims to secure the maximum economic benefit from the GBP 10 billion spent by the public sector on goods and services each year, through an approach that balances the business friendly and the socially responsible. The Public Procurement Reform Programme delivers value that goes beyond savings and benefits - improving supplier access to public contracts, particularly for SMEs; maximising efficiency and collaboration; and placing the local, social and economic aspects of sustainability at the heart of the purchasing process. The Procurement Reform (Scotland) Act 2014 established a national legislative framework for sustainable public procurement that supports Scotland's economic growth through improved procurement practice - and requires public bodies to consider how their procurement activity can improve the economic, social and environmental wellbeing of the authority's area. It also specifically requires public bodies to consider imposing community benefit requirements as part of a major contract; these might relate to, for example, employment opportunities or to sub-contracting opportunities. Examples of Community Benefits - Community activity - investment in buildings, resources, facilities, (new or repair), human resources - Supporting education, learning, schools - school visits, presentations, providing resources, factory / site visits, education, training and learning - Employment - supporting via apprentices, employing unemployed, training, skills development, supporting return to work - Economic - support SMEs, 3rd sector / supported business indirectly, directly or via subcontracting The Authority's Community Benefit Process Third sector community organisations post community needs on the Community Benefit Gateway (CBG) which can be accessed by following the guidance through this link below Access our Community Benefit Gateway National Services Scotland Community Benefit Gateway (CBG) is a free and easy to use online service that connects NHS Scotland suppliers with third sector community organisations within Scotland. The Community Benefit Gateway supports community initiatives such as: - Work placement opportunities - Volunteering projects - The provision of professional advice - Assistance with building community facilities - Environmental proposals - Improving and promoting biodiversity - Lifelong learning projects (this list is not exhaustive) NHS Scotland suppliers should review the Community Benefit Gateway on a regular basis with a view to potentially fulfilling community needs. Regular reviews on activity will be discussed with the Procurement Officer(s) responsible for Contract Management activity, while also being reviewed through NHSGGCs Key Supplier Management process (SC Ref:817354) Download the copy of the online SPD document here (to be completed online through postbox submission): https://www.publiccontractsscotland.gov.uk/ESPD/ESPD_Download.aspx?id=817354",
