Abertay University is engaging with the market to understand capacity, capability, delivery models and levels of interest in a proposed low carbon heat network for its city centre campus. Responses will inform the development of the University's Procurement Strategy and future route to market. This exercise is solely for market engagement and does not form part of any formal procurement process

Abertay University is exploring the development of a low carbon heat network to support the decarbonisation of its city centre campus in Dundee and contribute to its net zero target for 2038. The project includes the creation of a new energy centre, conversion of existing heating infrastructure and installation of a heat distribution network. The University is applying to the Scottish Government Heat Network Fund for up to 50 per cent grant funding and intends to secure private sector match funding through a future procurement process. The University has completed detailed feasibility and options appraisal work which identifies a sewer-source heat pump solution (circa 4 MW) supported by solar PV, with an estimated construction value of 25 million GBP. Abertay is also working closely with Dundee City Council, whose Local Heat & Energy Efficiency Strategy identifies the University as an anchor load within Zone 1. There is long-term potential for expansion to a wider city network, subject to feasibility and funding. Abertay wishes to engage with the market to understand capability, technical approaches, delivery models, financing considerations, and supply chain readiness. Responses will help shape the Procurement Strategy, including determining the appropriate route to market.. Interested suppliers are invited to download the Market Research document and provide the relevant information. Responses should be submitted at your earliest convenience, however no later than Friday 23rd January 2026 at 12noon directly to procurement@abertay.ac.uk Follow-up meetings may be arranged to support clarification and knowledge-gathering.
