The Clyde Mission Strategic Masterplan

Notice Description

The GCR Place team within Glasgow City Region is seeking to appoint experienced consultants to prepare a Strategic Masterplan which will drive the Clyde Mission initiative forward. The core mission of "making the Clyde an engine of sustainable and inclusive growth" endures and the Strategic Masterplan will explore and develop how best to deliver this mission across strategic themes, signature locations and priority actions. To succeed, Clyde Mission will be a long-term programme of activity and investment, aligned with the NPF4 2045 time horizon and beyond. The Strategic Masterplan will re-energise partners to sustain long term commitments, with specific aims to: Engage and activate stakeholders to ensure Clyde Mission is responsive and secures long term commitment to its delivery. Ensure Clyde Mission is coherent and impactful by reviewing its themes and priorities and setting out a clear and compelling place-based strategy that resonates. Develop a phased programme for delivery that is tangible, ambitious, viable and primed to secure investment from multiple sources.

The scope of this project will be split into two phases: Phase 1 will collate and critically analyse the work undertaken by Clyde Mission to date (Energy Masterplan, Maritime Cluster etc.), existing strategies and plans prepared by local authorities/key landowners/others (to be identified by the STWG) and the wider local, regional, national and international policy context relevant to Clyde Mission. Phase 1 will be complemented by parallel workstreams to this commission updating the socio-economic baseline (GCR Intelligence Hub) and developing the Tidal Clyde Flood Model (GCC/GCR/MGSDP) for use and reference during phase 2. Consultants should include provision for two liaison meetings with each of these workstreams during phase 1. Phase 2 will test, refine and evolve the outputs of phase 1 into a compelling Strategic Masterplan, Business Case and Delivery Programme. The structured long list of potential projects generated in phase 1 should be assessed via Multi Criteria Assessment (MCA) of economic, social and environmental factors. The MCA should also highlight strategic barriers to projects progressing, including contamination, flooding, ownership, access and utilities, and facilitate validation by key stakeholders.

Options: The council reserves the right to source non-core and additional items from the awarded Supplier
