Notice Description
The Scottish Government is requires a development partner to deliver the Beta phase and subsequent Live development of the Statistics.gov.scot Improvement Project. This procurement will support a multi-year programme to replace and enhance the existing Statistics.gov.scot platform, consolidate related services, and deliver a modern, user-centred solution for publishing and accessing official statistics and spatial data.

Lot 1
The Beta phase (Phase 1) will run from now through to 2026 and aims to deliver a minimum viable product (MVP) replacement for Statistics.gov.scot in 2026, in a Beta state. This will include a new frontend public facing interface branded as data.gov.scot, a data publishing interface, a data management platform, and a content management system. Following the Beta launch, a consolidation period will prepare the platform for transition to Live. Phase 2 (2026 to 2027) will extend the platform to support spatial data cataloguing and interactive mapping features, including consolidation of spatialdata.gov.scot and remotesensingdata.gov.scot platforms into data.gov.scot. Phase 3 (2027 onwards) will incorporate Explore Local Statistics features and local area data, building on open-source components from the Office for National Statistics (ONS). The development partner will work in close collaboration with the Scottish Government to deliver the user stories and requirements outlined in this specification, ensuring the solution is secure, scalable, accessible, and aligned with government standards and strategic priorities.
