Summary of the contracting process

New College Lanarkshire and South Lanarkshire College procured taxi and private-hire services across the Lanarkshire area through a four-lot framework. The requirement covers planned, pre-scheduled journeys and ad-hoc transport for vulnerable students, including disabled students, lone travellers, people with additional support needs and their escorts, as well as business-related staff travel. A dedicated driver is required for vulnerable passenger journeys, with accessible vehicles used where needed. The lots cover Coatbridge, including journeys involving Airdrie, East Kilbride and Calderbank; Cumbernauld and Kirkintilloch, including links with Larbert, Falkirk and Airdrie; Motherwell, with journeys across Lanarkshire; and East Kilbride for South Lanarkshire College. This is a passenger taxi and private-hire service, classified under CPV 60120000.

The procurement has been completed and awarded through an open procedure, with electronic submissions and a framework agreement. The tender deadline was 14 May 2026 at 14:00, with bid opening at 15:00. The four awards were: Coatbridge to Airdrie Taxis, with an active contract worth £421,891 signed on 29 July 2026; Motherwell to Redline Cabs, worth £703,151, signed on 29 July 2026; East Kilbride to East Kilbride Taxi Owners Association, worth £22,000, signed on 6 August 2026; and Cumbernauld and Kirkintilloch to Central Cab Company, worth £703,151, signed on 29 July 2026. Each lot has an initial 720-day contract period and may be extended for two further 12-month periods. Evaluation was 60% technical quality and 40% price.

This award demonstrates recurring demand from further-education colleges for dependable local taxi and private-hire capacity, combining scheduled student transport with short-notice staff journeys. A credible supplier would need enough vehicles, drivers and booking processes to handle multiple simultaneous journeys and term-time peaks across its chosen area, while maintaining coverage across Lanarkshire where routes require it. The requirement particularly favours operators able to provide accessible vehicles and dedicated drivers for vulnerable passengers, with robust safeguarding and health and safety procedures. Suppliers would need current operator and local-authority vehicle licences, DVLA-licensed drivers, relevant taxi or private-hire driver licences, and Protecting Vulnerable Groups membership for all drivers. Strong financial standing, appropriate £5 million employers’ and public-liability insurance, relevant recent experience, and a clear approach to subcontracting would also be essential.
