Summary of the contracting process

Fife Council, through its Health and Social Care Partnership, is commissioning specialised supported living care for four people aged 16 or over in Oakley, Fife. The individuals have learning disabilities, severe and enduring mental illness or disorders, and/or physical disabilities that affect areas such as relationships, employment, housing and self-care. Support will be delivered in their existing accommodation, split between two neighbouring properties, with two people living in each. The requirement is for a single supported living service covering care and day-to-day support in those homes. The service is currently delivered by Fife Council and is being recommissioned from an experienced external care provider. This is a health and social care service, classified under CPV 85000000, with the local authority as the buyer.

The process reached tender: Fife Council invited offers through an open procedure, with electronic submission. The tender deadline set by the buyer was 20 August 2026 at 12:00 UTC; tenders were to be opened at that time. Requests for access to the associated person specifications had to be made by 7 August 2026 at 17:00. The estimated contract value is £2,830,856.07 including the stated GBP currency. The contract period is 2,520 days: five years, with options to extend for a further 12 months plus 12 months. There is one lot. Evaluation is based on quality at 85% and price at 15%. Variants are not allowed, and the contract includes potential additional purchases and renewal options.

This opportunity suits established care providers with practical experience delivering supported living services for adults with complex needs, including learning disabilities, severe and enduring mental illness or disorders, and physical disabilities. Suppliers will need the capability and staffing to support four individuals across two neighbouring homes, while helping with significant areas of daily life such as self-care, housing, relationships and employment. The requirement is particularly relevant to organisations able to take over an existing service smoothly and provide consistent, person-centred support in clients’ current accommodation. Bidders must submit their response in English and complete the required declaration of non-involvement in serious organised crime. Fife Council reserves the right to carry out enhanced probity checks, potentially involving Police Scotland, before award.
