Summary of the contracting process

Abertay University is seeking to appoint an Employer of Record (EoR) through an open procurement process titled "EoR Specification" in the education sector. The tender aims to secure a provider that can manage legal, tax, and regulatory compliance for university staff across various international locations, including India, Pakistan, Nepal, and Sri Lanka, with potential expansion to regions such as Africa, South-East Asia, North America, and South America. This process involves electronic submission, with the tender period ending on 30 March 2026. The contract is estimated at £1,450,000 GBP, with the award proceedings beginning shortly after the tender closure on the same date. The buyer, located in Dundee, UK, prioritises quality in their assessment criteria over price.

This tender represents significant opportunities for businesses capable of offering comprehensive EoR services across multiple territories while adhering to strict compliance requirements. Companies with established international presence, expertise in statutory employment regulations, and the capability to extend services globally are ideally suited to compete. The contract scope encompasses not only current operations but also future expansion possibilities, ensuring long-term growth potential for the successful bidder in collaboration with a reputable educational institution like Abertay University. Thus, this tender is well-placed for businesses aiming to expand their global footprint and gain a foothold in diverse regions through strategic partnerships in the education industry.
