Summary of the contracting process

The University of Glasgow has initiated a tender process for a framework agreement concerning debt collection services, under the title "PURCH2895 Provision of Framework Agreement for Debt Collection Services." The procurement operates in the education sector and is open for applications via the Public Contracts Scotland platform. The tender follows an open procurement procedure and is in the tender stage with submissions due by 31 March 2026 at 12:00 PM. The services will be delivered within the Glasgow area (UKM82), spanning an initial term of three years, with a potential extension of twelve months.

This tender presents significant opportunities for businesses specialising in debt recovery services, particularly those experienced in both pre-legal and legal recovery of student and commercial debts. Companies with the requisite insurance coverage and financial stability—demonstrated by prior accounts showing a minimum yearly turnover of £240,000—are ideally positioned to benefit from this contract. Moreover, due to its framework nature, it offers a stable source of work for the selected agency. Additionally, the contract's inclusion of community benefits suggests potential for further business growth through requiring employment, training, and subcontracting opportunities, benefitting SMEs and enhancing supply-chain activities.
