Summary of the contracting process

Fife Council, through its Health and Social Care Partnership, commissioned supported living care services for six people aged 16 and over with diagnosed learning disabilities. The service provides specialised care and support in their existing accommodation in central Glenrothes, Fife, helping with needs affecting relationships, employment, housing and self-care. The accommodation is spread across several nearby properties: four people live across three properties on one street, while two people live in separate tenancies within a nearby sheltered housing complex, approximately 0.4 miles away. The requirement covers the transfer of a service currently delivered internally by Fife Council to an experienced external care provider. This is a social care services opportunity, classified under CPV 85000000 and related health and social work service categories.

The procurement is complete and was awarded through an open procedure. Five electronic bids were received, with the contract awarded to Living Ambitions Ltd. The award process began on 20 April 2026, when submissions closed, and the contract was signed on 3 August 2026. The awarded contract value is £5,075,000 including the stated currency of GBP. It covers one lot and has a planned duration of 2,520 days: an initial five-year term with options to extend for a further 12 months and then another 12 months. Evaluation was weighted 85% to quality and 15% to price. Variants were not permitted, and the arrangement includes possible additional purchases in accordance with Scottish procurement regulations.

This requirement demonstrates demand for an established supported living provider able to deliver consistent care for adults with learning disabilities in existing community accommodation. A credible future competitor would need experience of specialised support addressing complex impacts on daily life, including relationships, employment, housing and self-care, together with the operational capacity to support six people across several nearby properties. The service model requires coordinated delivery between individual tenancies, shared accommodation and sheltered housing, so workforce planning, local deployment and continuity of care would be important. With quality carrying substantially more weight than price, providers should be able to evidence strong service quality, safeguarding, person-centred support and outcomes, alongside the financial and organisational capacity to manage a substantial long-term council service.
