Summary of the contracting process

The Highland Council has initiated a tender process for a service to provide female domestic abuse outreach services in the Inverness and South area, including Inverness, Nairn, Badenoch, and Strathspey. This procurement falls under the category of general public services with a focus on social services and is classified as an open procedure. The procurement is in the tender stage, with the tender period ending on 7th May 2026. The contract is valued at £390,000 and aims to support core expenditure by integrating the service provider into the Highland Domestic Abuse Service (HDAS). The contract, commencing in July 2026 and initially running until March 2029, includes options for extension, potentially until March 2031.

This tender presents significant opportunities for businesses specialising in social care services, particularly those focused on domestic abuse support. The open procedure with evaluation criteria heavily weighted towards quality (95% Quality, 5% Price) makes it attractive for organisations with robust experience and expertise in the sector. Businesses interested need no Care Inspectorate Registration but must demonstrate relevant experience and secure financial stability, as credit checks and insurance requirements are part of the vetting criteria. Community benefits, including fair working and environmental practices, are integral to the evaluation, thus appealing to socially responsible enterprises with sustainable practices. The project is accessible via electronic submission through PCS-Tender, supporting entities in leveraging digital channels for procurement engagement.
