Summary of the contracting process

Edinburgh Leisure sought a supplier of carbon dioxide (CO2) for swimming pools across its sites in Edinburgh, including schools. The requirement covered the supply of pool CO2 and the ancillary equipment needed to operate the gas safely, including cylinders or tanks, regulators, CO2 monitors and other associated equipment. The procurement was for goods, with delivery across multiple Edinburgh locations. The arrangement could also cover related CO2 pool equipment, products, services and new technologies where required and compatible with Edinburgh Leisure’s other agreements. The supplier would be responsible for delivery, removal and disposal of supplied cylinders and equipment, and maintaining evidence of checks on tanks, equipment and pipes.

The procurement concluded unsuccessfully. It used an open procedure under a framework arrangement, with electronic submission and English-language bids. The single lot had an estimated value of £600,000. The contract period was 3 July 2026 to 2 July 2029, with the framework intended to provide opportunities for suppliers to compete again every three years. Bids were due by 25 May 2026 at 1pm and were to remain valid until 31 July 2026. Evaluation weighted quality at 70% and cost at 30%; variants were allowed. The requirement was covered by the Government Procurement Agreement. The contract included electronic payment and ordering, allowed electronic invoicing, and required faults or shortfalls to be remedied within seven days.

This procurement demonstrates a defined requirement for specialist pool CO2 supply across a leisure and schools estate in Edinburgh. Credible future competitors would need reliable access to swimming-pool-grade CO2, suitable cylinders or tanks, regulators, monitoring equipment and related consumables, together with the operational capacity to deliver across multiple sites during opening hours. They would also need robust safety and compliance controls, including documented inspections of tanks, equipment and pipework, product recall procedures and clean, correctly processed deliveries. The service model requires collection, uplift and disposal of cylinders and equipment without additional charges, rapid response to defective or damaged supplies, continuity of service and a clear exit plan. Experience serving swimming pools or comparable multi-site facilities would strengthen a supplier’s position.
