Summary of the contracting process

North Lanarkshire Council’s flexible framework covers self-directed support, including care-at-home services, for children, young people and adults assessed as needing support to shape and achieve their own lives. Providers deliver support in line with the individual’s assessed needs and the Council’s service requirements. The Council selected 23 providers: Amare Healthcare Solutions, Angels Home Care Lanarkshire, Careline Home Support, Delight Supported Living, Divine Care and Support Services (Scotland), Friends For Life Healthcare Services, GMD Community Services, Heart Link Health Care Services, Hillview Healthcare, Medway Care Services, Ment Care Service, Mercy Hearts Care, SAMH (Scottish Action for Mental Health), The Good Care Group Scotland, Zan Traders, 365 Care, Lilac Heart Homecare, Joklad Healthcare, Care Crew Scotland, Penuel Care Services, Caring Spirit Group, Careathomeservice.tech trading as Time for You Care, and Thistle Nursing Services. The contract was signed on 22 September 2026 and is valued at £820 million. The stated deadline was amended to 26 May 2026 at noon. Applications were evaluated in a single stage by a Council panel, using providers’ service-delivery proposals and an SPD application. The framework is designed for ongoing review and best-value decisions.

North Lanarkshire Council (the "Council") has already established a Flexible Framework with external providers ("Contractors") to support the critical Service Delivery to Children, Young People and Adults who have been assessed as requiring support to design, develop and achieve real lives in line with the Social Care (Self Directed Support) (Scotland) Act 2013. . This notice is for the fifth entry point, to supplement existing list of Contractors. This entry point is applicable for any potential Contractor that is not already on the Framework to tender their proposals to join. . This procedure is being carried out in accordance with The Public Contracts (Scotland) Regulations 2015, Regulation 74.

A detailed specification is contained within the main invitation to tender ("ITT") document which is accessible (and downloadable) from the Buyer Attachment area within the PCS-Tender system. . Contractors wishing to apply to join the Framework must be registered with Care Inspectorate at point of tender submission. . Service delivery must be carried out in accordance with the information provided within this Contract Notice, the ITT Document and the Council's Framework Agreement.. PLEASE BE AWARE OF THE EXCLUSION GROUNDS: Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
